Notice of Public Hearing-Amendments to Ordinance 67



Notice is hereby given that the Monitor Charter Township Planning Commission, on its own initiative, will hold a public hearing on Tuesday, June 7, 2022, at 7:00 p.m. in the meeting room at the Monitor Township Hall, located at 2483 East Midland Road, Bay City, Michigan 48706, to consider rezoning a parcel of property owned by Monitor Township located at the corner of Three Mile and Midland Road, with a property address of 2483 East Midland Road, Bay City, Michigan from a Residential to a Commercial zone classification and further to consider amendments to the Zoning Ordinance being Ordinance 67 of ordinances of the Charter Township of Monitor to define, regulate and limit the use of shipping containers within the Township in certain zone classifications;  to further define and regulate accessory structures or buildings within all zoned classifications of the Township;  to modify and clarify Section 2.19 defining building;  modifying and clarify Section 2.93 definition of structure; modify and clarify Section 2.104 definition of Yard and intrusions into a yard and it would reduce the height to any obstruction which does currently not constitute an intrusion into the required open space from 30 inches to 18 inches.  It would also modify and clarify Section 3.27 of the Zoning Ordinance regarding the number, placement and separation of accessory structure;  make an amendment to Section 3.13 of the Zoning Ordinance to allow fences and walls within the required front yard or within a clear vision area under certain terms and conditions as imposed by the Ordinance;  amend and clarify Section 3.29 of the Zoning Ordinance to allow certain encroachments to be inserted into required rear or side yards under certain terms and conditions; and to modify and clarify Chapter 15 dealing with signs by deleting certain definitions in Section 2.85 and 2.86 and restating them for use as a basis for Chapter 15 regulation which will permit certain electronic changeable copy signs in the Commercial and Industrial zones, which will have greater flash intensity than the Ordinance currently allows as well as more scrolling characters or in fact moving characters and will increase the size of a sign in the Commercial and Industrial district as well as increasing the size of the electronic changeable copy sign.

You are welcome to attend and express your opinions at the hearing. The proposed text amendments are available for inspection at the Monitor Township Hall, 2483 East Midland Road, Bay City, Michigan, between the hours of 9:00 a.m. to 11:00 a.m. and 1:30 p.m. to 3:30 p.m., Monday through Friday, excluding holidays. During those hours, written comments will be received at the Monitor Township Office prior to the time of the hearing.

The Charter Township of Monitor will provide necessary reasonable auxiliary aids and services, such as signers for the hearing impaired and readers for printed materials being considered at the hearing, to individuals with disabilities who are present at the hearing, upon ten (10) days notice.
