TO: THE RESIDENTS AND PROPERTY OWNERS OF MONITOR CHARTER TOWNSHIP
Notice is hereby given that the Monitor Township Planning Commission will hold a Public Hearing on Tuesday, April 6, 2021 at 7:00 p.m. at the Monitor Township Office, located at 2483 East Midland Road, Bay City, Michigan 48706, to consider a special use permit, at the request of Bosch Architecture, on behalf of the owner Theresa Spurr, for determination whether a “boutique boarding facility” in conjunction with a single story veterinary clinic on the below described property is a retail business and/or service establishment of the same general character as a permitted uses within the commercial zone. The property at issue is generally referred to as 1300 S. Euclid Avenue and has property tax ID number 100-037-200-750-00 and contains approximately 0.91 acres. The property is zoned C-General Business District. Within this district are permitted to be offices, professional and business as well as pet shops and animal hospitals etc. However, the “boutique boarding facility” if it were conventional kennel would be permitted in the agricultural district and not per se in this general business district. Pursuant to Section 9.03(f) of Ordinance 67 of Ordinance of the Charter Township of Monitor being the Township Zoning Ordinance, other retail businesses and service establishments after review by the Planning Commission may be permitted in the Commercial Zone if it is determined they are same general character as the permitted uses or which supplies services or conveniences or performs services when authorized by the Planning Commission. The Planning Commission has several criteria to consider when granting this approval.
The proposed architectural plans and application can be reviewed Monday-Friday 9:00-11:00 and 1:30-3:30 at the Clerk’s office, alternatively they may be on the Township webpage. Due to the COVID-19 pandemic, directions of the Michigan Department of Health and Human Services allows this meeting to be in person if it is determined that less than 25 persons will likely be in attendance or it may be a Zoom meeting. You are encouraged to check the webpage to see if you should attend in person or attend electronically. Written comments will be received in the above times if they can be inspected or if virtual inspection is to be done, you should deposit your comments in the drop box at the Township Hall addressed to the Monitor Charter Township Planning Commission prior to the day of the hearing or email any comments you may have prior to the day of the hearing to the office manager at Monitor Charter Township.
The Charter Township of Monitor will provide necessary reasonable auxiliary aids and services, such as signers for the hearing impaired and readers for printed materials being considered at the hearing, to individuals with disabilities who are present at the hearing, upon ten (10) days notice.
